In this quote, Enobarbus is quoting a line from the play Troilus and Cressida by William Shakespeare. The line is spoken by Pandarus, a Trojan soldier who has been seduced by Cressida. In the first half of the play, he has fallen in love with her and will do anything to have her. He even persuades Troilus, who loves Cressida, to kill himself so that he can be with her.
